Common Tariff and Travellers' Allowances Published

Office of the Spokesperson

The Customs Service of the Velocity Interoperability Network today published the Common Tariff and the allowances for travellers. From Monday 7 September 2026 goods entering the Network are assessed under five tariff bands: an exempt band for books, medicines, educational materials and the goods of Network departments; a reduced band of 5 per cent for foodstuffs, agricultural produce and raw materials; a standard band of 10 per cent for most manufactured goods; a higher band of 15 per cent for vehicles, jewellery, precious metals and works of art; and an excise band for alcohol, tobacco and fuel, on which excise is charged in addition to duty.

Travellers aged 18 or over arriving by air or sea may bring in goods for their own use worth up to 600 credits without paying duty; the allowance for travellers arriving by road or rail is 300 credits. In addition each adult traveller may bring in 4 litres of wine, 16 litres of beer or 1 litre of spirits, and 200 cigarettes or 250 grams of tobacco. Travellers under 18 have half the goods allowance and no allowance for alcohol or tobacco. Goods above the allowance worth up to 3,000 credits in total may be assessed at a simplified rate of 10 per cent.

The tariff bands are set by the Treasury Department and applied by the Customs Service. The full schedule, the excise rates, the reliefs from duty and the allowances are set out on the Duties and Allowances page of this site. Questions about the classification or valuation of particular goods may be sent to contact@customs.gov.vin.
